    Medical Affairs

    This bureau manages medical affairs according to Medical Care Act and Physicians Act. The medical institutions can supervise, audit and ban illegal medical advertisement; counsel medical institutions’ waste water and waste management and investigate unlicensed doctors, etc. This is to promote the sound development of the medical profession, reasonably distribute medical resources, enhance medical care quality, ensure patients’ welfare and advance national health.

    Lienchiang County has 1 hospital, 5clinics, 40 hospital beds, 12 licensed medical doctors, 3 dentists, 21 nursing professionals (including national hospital, health offices and Mazu Armed Force Hospital) till end of December, 1999. Acquiring safeguard of health is the basic right of each citizen. Satisfying Lienchiang County residents’ medical needs and providing favorable medical services are goals of our Bureau. In order to achieve this goal, in addition to satisfying the sufficiency of the medical services, the Bureau also takes in consideration of the accessibility and the usability to raise the whole county medical service quality.

    Focus:

    1. issue and write off medical professionals’ practice licenses
    2. medical institutions’ practice and equipment inspection
    3. promote medical technology collaboration
    4. prevention and treatment of mental health
    5. medical institutions and medical professionals screening
    6. convene medicine discussion committee
    7. all major activities’ first aid affairs
    8. advance hospitals’ service ability
    9. medical professionals’ development and on-site education & training
    10. implementation of CPR training and citizens’ CPR training

    I. Driving medical technology collaboration:
    Sound medical care system. Promote public and private hospitals’ medical technology collaboration. Establish Lienchiang County Hospital and Other Medical Institutions’ Collaboration and Cooperation Approach
    II. Home Care Services:
    Lienchiang County Hospital has started home nursing industry since November 1998 to provide citizens’ home care services.
    III. Mental Health Management:
    1. County Hospital’s doctors and health office doctors go to teaching hospitals periodically to receive recurrent training in order to enhance their medical services. At present there is Director Yang of Beigan health office and Dr. Li Min of County Hospital receiving the recurrent training.
    2. In order to protect the mental disorder patients’ well-being, supervise enforced (identified) in-patient. After identifying to be able to release. The medical personnel will pay them community visit periodically to prevent recurrence of the disease. So far Lienchiang County has 45 cases and each and every one of them has medical personnel visiting periodically.
    3. Identification of individuals with disabilities: apply from household registered municipality district office or county office (town hall). After the office identified and granted authentication certificate, go to the assigned medical institutes.
    IV. Medical Professionals’ Development and On-Site Education & Training:
    Develop local medical professionals. Lienchiang County medical professionals’ development plan is continuingly proceeding. So far we have 14 students, 7 medicine, 2 dentists, nursing, and 1 radiologist.
    V. Implementation of CPR Training and Citizens’ CPR Training:
    The death rate of emergency injuries and diseases grows with the delay of treatment. From the point of Emergency Medicine, lowering death rate can be done from striving for first-aid time and providing appropriate treatment. This is why we implement CPR training for the public and enhance the public awareness regarding emergency medicine regulations and ability to react towards emergency disasters.
